Expression of Interest (EOI)

Delivery Partners – PoP48 People of Pasifika 48hr Film Challenge.
Pacific Cooperation Broadcasting Limited (PCBL), through the Pasifika on Air initiative, invites Expressions of Interest (EOIs) from PCBL affiliated Pacific broadcasters to deliver the PoP48 – People of Pasifika 48hr Film Challenge across four Pacific Islands.

This initiative is designed to empower emerging Pacific storytellers through a fast paced, community driven filmmaking challenge that celebrates Pacific creativity, language, identity, and storytelling.

Selected broadcasters will receive NZD $60,000 per island to deliver the challenge locally in partnership with Pasifika on Air.

About the Challenge

PoP48 brings together local filmmakers, creators, and community storytellers to produce original short films within a 48-hour period.

Each selected broadcaster will recruit and support five local filmmaking teams through:

  • Team recruitment
  • Competition delivery
  • Production of a ‘Behind the Scenes’ episode to accompany films for broadcast
  • Community engagement
  • Film collection and delivery.

Funding Allocation

NZD $60,000 per selected island.

We will select four Pacific broadcasters to deliver the challenge across the participating
islands. Joint applications are encouraged, and multiple broadcasters from the same island
may apply together as a collaborative delivery partnership.

Funding supports:

  • Local staffing and coordination
  • Behind the Scenes production coordination, including the setup of a central hub for the duration of the challenge
  • Post-production delivery
  • Selected broadcasters will serve as the official local delivery partner for the challenge on their island

During the 48-Hour Production Period

Broadcasters will:

  • Maintain communication with participating teams
  • Provide troubleshooting support
  • Monitor submissions and deadlines
  • Ensure participant safety and compliance

Post-Production & Delivery

Following the challenge, broadcasters must:
  • Collect and quality-check all submissions.
  • Produce a Behind the Scenes episode
  • Deliver all media assets to the Pasifika on Air team

Who Should Apply?

We welcome EOIs from affiliated Pacific broadcasters with:

  • Strong local community networks
  • Capacity to host live or public events
  • Ability to coordinate multiple participants and deadlines
  • Interest in developing Pacific creative industries

Selection Criteria

Applications will be assessed on:

  • Demonstrated community reach
  • Production and coordination capability
  • Ability to recruit participants
  • Understanding of local storytelling cultures
  • Commitment to creative sector development
  • Capacity to deliver within the required timeframe and budget
